Inside The Ghost in the Shell Tabletop RPG: Gearing Up, Core Mechanics, and Character Conflict

The Ghost in the Shell Tabletop Roleplaying Game aims to capture the tactical action, cybernetic intrigue, and philosophical themes that define the series. While players spend plenty of time investigating conspiracies and engaging in high-stakes missions, the game shines just as brightly in the moments before the action begins.

Gearing Up: Mission Planning as a Team

One of the most enjoyable parts of every mission happens before the first shot is fired. Unlike many RPGs, Section 9 agents don't typically own their equipment. Weapons, armor, drones, and specialist tools belong to the organization. Once the team receives a mission briefing, everyone heads down to the Section 9 armory and begins planning their approach.

This process becomes a collaborative strategy session where players decide things like who will provide sniper support, hacking, medical support, and how your team expects to tackle the objective. The conversation naturally evolves into assigning roles and selecting gear that complements each character's strengths. One player may focus on precision rifles and hidden locations, while another prepares hacking equipment, surveillance tools, or cybernetic support. Others might simply load up on armor, shields, or heavy weapons for direct assaults.

Requisition Points

Equipment is acquired using Requisition Points, a resource that reflects a character's standing within Section 9. More experienced agents have access to larger requisition budgets, allowing them to secure advanced technology. Importantly, players can share resources by spending points on equipment for their teammates. This creates interesting team dynamics. A particularly powerful piece of gear such as a bug drone aka 'insectron' would be too expensive for a rookie to acquire alone. However, agents can contribute points to ensure the team gains access to vital equipment, reinforcing the game's emphasis on cooperation.

The result is a preparation phase that feels cinematic, strategic, and distinctly Ghost in the Shell.

Core Game Mechanics: Build a Dice Pool, Keep the Best Result

Once your on a mission most actions follow a straightforward core mechanic. The Game Master assigns a Difficulty Rating, typically between 1 and 20. A routine task might have a difficulty of 4, while shooting at a fast-moving vehicle through smoke could be significantly harder. To attempt an action, players gather dice from relevant sources like traits, skills, cybernetics, equipment or situations advantages.

Every applicable advantage adds another die to the pool. For example, a character attempting a melee attack might gain dice from their strength, martial arts expertise, cybernetic limbs or a knuckle duster. After assembling the pool, the player rolls all applicable dice and simply takes the highest result. There are no lengthy calculations or modifier chains. More dice increase the chances of success because they improve the likelihood of rolling a high number.

Success and Critical Success

Results are easy to interpret. If you meet or exceed the difficulty you get a successful outcome, if you double the difficulty, you get a critical success. Critical successes allow particularly dramatic or impressive outcomes, rewarding exceptional rolls and memorable moments.

Exploding Dice: When the Impossible Becomes Possible

One of the game's most exciting mechanics is its use of exploding dice. Whenever a die rolls its maximum value, it "explodes," allowing the player to roll the next larger die. For example:

Roll an 8 on a d8 → roll a d10
Roll a 10 on a d10 → roll a d12
Roll a 12 on a d12 → roll a d20

This means even highly difficult tasks always retain a sense of possibility. A seemingly impossible action can suddenly become achievable through a chain of fortunate rolls. These moments often create the most memorable stories at the table, producing dramatic successes that nobody expected.

Of course, the Game Master still decides what is realistically possible. A normal human cannot simply punch through a tank's armor because the dice explode. Instead, an extraordinary result might reveal an unexpected opportunity, perhaps an access port or tactical weakness is discovered that creates a different solution. The system encourages creativity while preserving narrative logic.

Ghost Whispers: Altering Fate

What truly separates player characters from ordinary NPCs is their access to Ghost Whisper Points. Characters usually begin with a small pool of these points, which represent intuition, destiny, or perhaps something more mysterious. Players earn additional points by making the game more entertaining and memorable. Creative roleplaying, cinematic actions, and contributions that enhance everyone's enjoyment are often rewarded.

The most common use of Ghost Whispers is improving outcomes. This might be rerolling dice, upgrading a result or avoiding disaster in a critical situation. Imagine a bullet is headed toward your character's head. Ghost Whisper Points can mean the difference between survival and death.

Changing the Story

Perhaps more interestingly, Ghost Whisper Points also allow players to influence the narrative. Imagine the team has already moved beyond a combat encounter and suddenly realizes they forgot to search the defeated enemies for keycards or intelligence. A player can spend points to establish that their character actually remembered to perform the search earlier, it just wasn't said out loud. Through negotiation with the Game Master, the story adjusts accordingly to capture this detail.

In practice, Ghost Whispers function as a way to bend fate, whether that fate takes the form of luck, intuition, instinct, or something far more mysterious.

Synthesis Conflict: The Battle Within

While firefights and hacking operations drive the action, the game's most thematic mechanic may be the Synthesis Conflict system. At character creation, players define two important aspects of their identity that exist in tension with one another. This might be duty vs family, humanity vs technology, belonging vs solitude or any other combination you can think of.

Throughout the campaign, the Game Master can introduce situations that challenge these competing values. A character might hesitate before entering a deadly firefight because thoughts of their spouse and child suddenly outweigh the desire to save a fellow agent. Alternatively, that same character may draw strength from their devotion to the team and push through fear.

Growing Tension

Each time these aspects come into play, they become stronger. The more often a character struggles with a conflict, the more significant that conflict becomes. Eventually, the tension reaches a breaking point and a personal crisis. The character must then make a meaningful decision which could be something along the lines of prioritize family over service, abandoning old relationships or reinventing themselves entirely.

Character Endgames

In many cases, these crises become the natural conclusion of a character arc. An agent might retire, leave Section 9, or fundamentally change who they are. Once that journey is complete, the player may create a new character and begin a new story. This system reflects one of the central themes of Ghost in the Shell: the ongoing struggle between identity, duty, humanity, and personal evolution.

More Than a Tactical RPG

While Ghost in the Shell certainly delivers tactical missions, hacking operations, advanced technology, and explosive action, its most distinctive feature may be how it connects those elements to character development.

From collaborative armory planning and explosive dice rolls to Ghost Whisper interventions and deeply personal Synthesis Conflicts, every system is designed to reinforce both teamwork and the franchise's philosophical themes.

The result is a roleplaying game where players aren't just fighting cyberterrorists, they're also exploring what it means to be human in a world where body, mind, and identity are constantly being rewritten.
